Fixed.
First, turn off Window Defender (or any Anti-Virus apps).
Second, do not extract the “sc29853-Alan.Wa.rar”, just open it and install.
It doesn’t work because you probably already installed Alan Wake 2 Update v1.0.9
Afterwards you can’t install Update v1.0.10.
It’s Alan Wake 2 Update v1.0.8 -> Update v1.0.10

I’m also receiving ISxDeltaExtract error, after that I can’t play the game it crashes after I click on continue. Need to reinstall the whole game and 1.0.8 if I want to play again.
Always make a backup of your game before installing an update in case something goes wrong.
