There appears to be a vendor (that sells ascended gear) missing at the third floor of Rhombus Square, could you look into that please?

If something is missing from the game as you described in your post, then that may be in part due to the Developers of the game, and has nothing to do with this site directly.
You may want to try to reach out to the Developers of the game: Radical Fish Games, or look through the game forums thread on GOG to see if anyone has addressed the same thing as what you mentioned here about the game, and if there might be a reason or a solution for the cause of why you are not seeing what you are expecting to see in the game.
I did look far and wide for another person with the same problem;
Some had vendors disappearing with releases in 2018. I guess this release is too new.
I’ve been talking to some developers, they confirmed that they are on version 1.4.0-1 and that it is the most contemporary one and that said vendor was in their game (but this version on Skidrow is 1.4.0-5 ??).
Nobody had an answer and being afraid that it might be some anti piracy trick I didn’t bother pursuing it farther.

I noticed that in your post you mentioned that the version of CrossCode here on skidrowcodex.net is 1.4.0-5, and I wanted to let you know that according to the GOG Database for all the released versions of the game, the 1.4.0-5 version is a beta version that is available for both Windows and Apple Mac OS.
You can confirm that here directly for the game on the GOG Database:

Also, in addition to this, I have looked through other sites as well, all of which have the 1.4.0-5-beta of the game only.
You will also notice on the GOG Database, that the developers who you spoke with that confirmed that the 1.4.0-1 release is the most current one, were right about what they said, and that release version is available for both Windows and Apple Mac OS.
You may want to bring this to the attention of the Admin of the site, by notifying him like this:

I was a bit confused considering that 1.4.0-5 sounds newer than 1.4.0-1, due to the last number being higher.
Such matters go a bit above my head.
Nonetheless, I appreciate even this version being uploaded so soon after its release – it’s a real gem of a game.
It would be nice if the current release could also be uploaded sometime in future when Admins find time for it ( I honestly have no idea how any of this works ).
