Same here, when i install and try to execute simcity it gets stuck in loading. With only the SimCity logo showing and skidrow’s credits. I’ve disabled antivirus and wifi before installing game.

For me it worked doing like this:
1. turned off internet and antivirus app.
2. i installed the game and let it put the icon on desktop, but didnt install also the windows visual redist.
3. i excluded from detection and from firewall the launcher (in the antivirus app).
4. launched the game from desktop icon, you can have internet/antivirus on now.
